Directors of Finance appointed to progress ambitions for financial sustainability in Sussex

27 August 2020

Two Directors of Finance have been appointed to support the ambitious plans of the Sussex health and care system.

Jo Gooch has been appointed as Director of Finance (System Finance and Strategy) and Carla Moody has been appointed as Director of Finance (Sussex Commissioning).

The appointments have been made by Sussex NHS Commissioners, the three clinical commissioning groups in Sussex – NHS Brighton and Hove CCG, NHS East Sussex CCG and NHS West Sussex CCG.

Jo has significant experience as a financial leader in the NHS, most recently as Finance Director at Portsmouth Hospitals University NHS Trust.

Jo has led transformation projects focused on system wide partnership working and financial management, and has a broad range of NHS finance experience, having worked in various sectors of the NHS across Hampshire including acute, community, mental health, and commissioning.

As Director of Finance (System Finance and Strategy), Jo will lead the development, implementation and co-ordination of financial planning and strategy to support the Sussex Health and Care Partnership. She will also work with all partners in the Sussex system to develop progressive local and system wide frameworks to support the ICS vision and plans for the Sussex population.

Jo said:

I am very excited to be joining the team, bringing my experience from my leadership roles in the NHS to help drive forward the ambitions of the Sussex Health and Care Partnership and getting to know everyone within it. This is an exciting time for the ICS, and I am delighted to be part of its development in Sussex.”

The Director of Finance (Sussex Commissioning) will lead the work to further improve the financial business of the three CCGs in Sussex. Together the CCGs cover an area of more than 1.6 million people and have an annual turnover of over £2.9 billion.

Whilst the CCGs remain separate legal entities, significant progress has been made in terms of its collective financial management since the organisations came together to be led by a single Executive Team.

Carla has been working with the CCGs and Sussex Health and Care Partnership on secondment from NHS England and Improvement for the last 14 months.

With more than 18 years’ experience of working with the NHS in audit, audit policy and regulation, she has been working as Deputy Chief Finance Officer for the CCGs and most recently has been leading the COVID-19 Finance Project Management Office for Sussex.

Carla said:

I am very happy to be joining the team after a really enjoyable secondment to the CCGs and ICS in Sussex. This is a fantastic opportunity to work for my local community, driving improvement and ensuring robust financial management in one of the most challenging times in history for the NHS.

Chris Adcock, Chief Finance Officer for the three Sussex CCGs, said:

“We are delighted to appoint Jo and Carla in these important roles to help us continue the significant progress we have made as CCGs and more widely across the system in terms of financial sustainability.

“Carla has been pivotal in her role at the CCGs and most recently in leading our financial management during the COVID-19 response and Jo has significant experience at a senior level of working across health and care systems that she brings from her time in Hampshire.

“The Sussex NHS finance community, working closely with our local authority partners, has developed close, collaborative relationships to develop financial management arrangements across our system that can support the direction and vision of the ICS. With these appointments I am confident we will be able to progress the ambitions of the CCGs and the ICS even further.”
